Hayrat gained municipality status as a neighborhood affiliated with Of in 1969, and gained district status on 20.05.1990. Although there is no exact information about its historical structure, it is known that Hayrat, a settlement in Of, one of the colonies founded by Miletus sailors, entered the borders of the Kingdom of Pontus, and with the collapse of Pontus sovereignty, it came under Roman and then Byzantine sovereignty. After the Trabzon Empire period, Hayrat joined the Ottoman lands with the conquest of Trabzon by Mehmet the Conqueror. Hayrat, which was occupied by the Russians during World War I, was liberated from occupation by the Turkish Union on February 28, 1918. Hayrat, which was a sub-district center of Of district in the early years of the Republic, received district status on May 20, 1990.
